I dumped these in ".content/mods" (not ".content/mods/mods") as seen in the picture.

These however were all unzipped folders of each vehicle and level in folders labeled "vehicles" and "levels" respectively.

What is really interesting is that my folder hierarchy does not follow the installation "guidelines" at all and it still works! I don t know how regular this is, but it works so I'm not complaining. How do I save my progress in Skyrim Check the options menu.
I remember using the symbolic link when the update first came out oh so long ago, but I nearly forgot about it. Save files are stored in the default steam Cloud Storage location, which varies depending on platform: Win: C:Program Files (x86)SteamuserdataBut it turned out ok because I had copies of all the mods somewhere else!
